Yes. If the display shows lines, dead patches or touch problems, the screen needs replacing whether or not the glass is broken, because the display and the glass are usually fitted as one unit.
First try a different cable and the original charger, as fast charging depends on both. If it still charges slowly, dust in the port, a worn port or an ageing battery are the usual causes, and we can test each one.
